What is European Accessibility Act compliance?
The European Accessibility Act (Directive (EU) 2019/882) brings consumer-facing digital products and services in the EU under a single set of accessibility requirements. As of 28 June 2025 it applies across all 27 member states. The harmonised technical standard underneath it is EN 301 549, which for web content tracks WCAG 2.1 AA.
Organisations in scope have to keep their digital touchpoints accessible on an ongoing basis. National authorities can run spot checks at any time, and enforcement happens at the national level under each member state's own transposition.
Scope Consumer-facing digital services
E-commerce, banking, ticketing, e-books, transport, and
other consumer-facing digital services in the EU.
Microenterprises providing services (under 10 staff and €2m
turnover) are exempt; microenterprises selling products are
not.
Standard EN 301 549 — WCAG 2.1 AA
EN 301 549 is the harmonised standard cited under the EAA.
For web content it tracks WCAG 2.1 AA, so conformance to
WCAG 2.1 AA is the practical bar your team needs to meet.

Authorities can issue penalties, require remediation, or
restrict service from organisations whose digital products
fall out of conformance. Some services already in place
before 28 June 2025 sit inside a five-year transition
window.
